The school party committee’s theoretical study center group held a special study on the spirit of the 3rd Plenary Session of the 20th CPC Central Committee

On the afternoon of September 5, the school party committee’s theoretical study center group conducted a special study on the spirit of the Third Plenary Session of the 20th CPC Central Committee in the conference room on the second floor of the first office. Party Secretary Dai Aiguo presided over the study and gave a thematic guidance report on “Deepening Comprehensive Education Reform and Vigorously Promoting High-Quality Development of Schools”. All school leaders and party committee members at home participated in the study and discussion. Principal Yi Gangqiang, Vice Principals Liu Fulin and Yu Rong, and Party Committee member and Director of the Organization and Personnel Department Jiao Luojia made key speeches, and the entire team participated in the special study.

The meeting pointed out that the Third Plenary Session of the 20th CPC Central Committee is a very important meeting held at a critical period of comprehensively promoting the construction of a powerful country and the great cause of national rejuvenation with Chinese-style modernization. Earnestly studying, publicizing and implementing the spirit of the plenary session is an important political task at present and in the future.

Dai Aiguo pointed out in his guidance report that in studying and implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee, we must maintain the reform determination of “drawing a blueprint to the end” , maintain the reform determination on issues such as “for whom and on whom to reform”, “what to change and what not to change”, and “how to reform”, stand firm on the people’s standpoint, adhere to the fundamental task of cultivating morality and cultivating people, adhere to the governance system of “leadership by the Party committee, responsibility by the principal, academic governance by professors, and democratic management”, unswervingly follow our own path, and concentrate on doing our own things. We must demonstrate the reform responsibility of “one move to activate the whole game” , deepen the comprehensive reform of education, the reform of the science and technology system, and the reform of the talent development system and mechanism, and demonstrate the reform responsibility in clearing blockages, breaking through difficulties, and eliminating bottlenecks. We must boost the reform spirit of “taking the lead and being in the vanguard” , blow the “charge” to unite people’s hearts and minds and focus on reform, bravely shoulder the “heavy responsibility” of demonstrating and leading the way, and maintain the “sense of vigilance” to implement the reform with modesty and prudence. In particular, the “top leaders” of the Party and the government must always maintain the spirit of “breaking through”, muster the energy of “creation”, carry forward the style of “doing”, and highlight the reform spirit.

Dai Aiguo emphasized in his concluding speech that learning, publicizing and implementing the spirit of the plenary session must be “fully covered” . Through leading cadres taking the lead in learning, department-level cadres concentrated in learning, all party members and cadres learning, ideological and political education classroom learning, and student activities integrating learning, a wave of learning the spirit of the plenary session among teachers and students has been set off. It is necessary to achieve “full chain” learning . Open columns and special editions, launch a series of news reports, integrated media reports, and special programs to ensure that learning is fruitful. Launch a batch of key theoretical articles, theoretical achievements, and authoritative interpretations by experts, set up a batch of topics and projects, and produce a batch of influential results to ensure that learning is fruitful. It is necessary to achieve “all-round” reform. Carry out in-depth investigations and research, find out the difficulties that restrict the reform and development of the school, and the pain points that need to be solved urgently, form research reports and reform measures, and reform talent vitality, development momentum, and characteristic new quality productivity.

Yi Gangqiang said in his keynote speech that the comprehensive promotion of the great rejuvenation of the Chinese nation with Chinese-style modernization cannot be separated from the basic and strategic support of education and science and technology talents. The key to the contemporary issue of “what colleges and universities should do” is to coordinate and promote the reform of the system and mechanism of education and science and technology talents. We must do a good job in top-level design, optimize the policy system, reshape the management model, and truly create a good ecological environment around talent training and scientific and technological innovation; anchor the future industry and its own professional development advantages, and accelerate the construction of a talent training system and teaching quality assurance system that adapts to development needs; strengthen collaborative governance, integrate into the policy framework of local governments and industry departments with higher quality, and take advantage of the situation to promote the high-quality development of schools under the new situation, and better serve local economic and social development.

Liu Fulin shared his learning experience and said that education is the main responsibility, science and technology are the wings, and talent is the goal. We should focus on developing new quality productivity, strengthen basic research, research and development of new Chinese medicines, and the construction of the teaching staff, and promote the implementation of new policies in schools. Yu Rong said that we should focus on improving the mechanism of cultivating morality and cultivating talents, strengthen the construction of the teaching staff, promote the construction of first-class majors, cultivate innovative medical talents, and promote the opening up of education. Jiao Luojia said that we should build a good bridge and attract talents in an unconventional way; pave a good road and cultivate talents in a multi-pronged way; build a good platform and serve the development of talents; build a good nest and sincerely retain talents.
